Platform fees, per-pass rates and how a monthly invoice is put together.

Platform fee
The base monthly charge, before any pass volume is billed. It covers hosting, signing infrastructure, certificate renewal and account access, and includes the first 250 active passes and 250 passes issued each month.
The tier depends on how many team members need access. The account owner counts as one.

Active passes
Long-life passes that stay in a wallet and keep receiving updates — memberships, loyalty cards, gift cards. Billed on the highest number of active pass records held at any point during the month, so deleting passes mid-month does not lower the bill for that month.

Passes issued
Single-use passes that are scanned once and done — event tickets, coupons, boarding passes. Billed on the number issued during the month, not on how many still exist.

How to read the tables
Rates are marginal. Each band prices only the passes that fall inside it. At 2,600 active passes you pay the $0.0400 rate on the passes between 251 and 2,500, then the $0.0300 rate on the rest — not $0.0400 on all of them.
Active and issued are counted differently. An active pass is billed for as long as you keep the record. An issued pass is billed once, in the month it was created.
